FW: [Scan-DC] web scanner page

The NIH Radio Amateur Club Listening Post web server is down.  For security 
and management reasons, it was taken off-line to upgrade the operating system.
This upgrade has taken more time than expected and the server must undergo
some rigorous security testing before it gets back on-line.  Current estimates
are that the server will be back in full service by March 1st.  However, the
Listening Post may still have some bugs introduced by this change and a few
extra days may be needed.

As a side note, the RealAudio data stream is still operational.  At last look,
the radio was tuned to 119.10 Mhz (AM).

One further note.  The URL listed below is depreciated.  The DNS name
"nihac.info.nih.gov" is no longer guaranteed to work.  The correct server name
is: speed.nimh.nih.gov, the correct Listening Post Web address is:
http://speed.nimh.nih.gov/listener/listener.html
