While most of the agreement is benign, #5 is a non-starter.

That's alot to give up just to have a radio programmed a county vendor.
I can't imagine anyone on this list would sign such an agreement.  
Perhaps they should insert the word "only" in #6 and delete #5.
Even without modifying #6, #5 is redundant.

Nine?  Is there a new station or does that include OSB?
