Don't discount the possibility that your receiver is being
overloaded by the finely tuned base stations used by Nextel.
They might say "Motorola" on them, but numerous sites emit
broadband noise.

When I have trouble hearing Fort Lauderdale's trunked system
I kick in the attenuator on my scanner and it clears right up!
So, it might not be weak signal but rather a high noise floor
doing it.
