[Scan-DC] Trooper 14

All,

Today caught Trooper 14 (unidentified) working in the Andrews area with 
Andrews approach (119.3) and tower (118.4) After a couple of approaches he 
headed towards Baltimore.

From his flight procedure and the sound of his transmitter he sounded like a 
fixed wing aircraft.

According to the info I have on Troopers, that particular callsign falls into 
the non-assigned block.

Anyone have any info on this guy?
