[Scan-DC] Local Aircraft Turned Away

Today, in the 1400 hours EST was listening to Wash Dep (125.65/126.55) 
working with an unidentified aircraft (I missed his callsign). The aircraft 
apparently was working for Colonial Pipeline Co.

According to the chat, the aircraft was not being allowed into the Wash CFR 
(closed flight region ?) because it's callsign was not on the Wash Dep 
authorized list.  The pilot tried to explain that he wasn't flying the nornal 
aircraft because it was in maintenance. He supposedly had phoned all the 
pertinent information to the authorities. 

Wash Dep told him that irrespective of what he had done, there was no 
information on him in their system and he wasn't going to be allowed into the 
closed area. The controller indicated that they normally have a waiver in 
place for all aircraft working for Colonial Pipeline but since this 
particular aircraft wasn't on the company list they were being turned away.
