[SADXA] 3D2RRR--Rotuma/Fiji

A while ago they were on 12 meters (maybe still are).  I called and they moved 
me and gave me a +2 report.  I gave them a -12.  No RR73 was forthcoming and 
they moved me up about 300 Hz and left me hanging.  They are now giving RR73s to 
others.  Calling again, when I know they can hear me is fruitless.  Either I'm 
on their s-list or I'm locked out because they think we completed. I don't.

I've worked Tony on Fiji on 160 but not Rotuma.  He's never sent a QSL either.
