Dennis,
Suggest to your neighbors that they file a complaint with the licensing authority, the FCC. Provide them with the correct address for filing the complaint. I am sure that they will get the same runaround we all get from the FCC when complaints are filed and some day, in the distant future, them will get a response they will be unsatisfied with. You can easily show through your calculations that the exposure levels are not harmful, and they will not be able to dispute that finding. I suppose that could take the County to task over allowing a permit, but I think that too would be a losing battle for them and could be costly for them as well.
Don’t fret, and best wishes for good DX.

I note the Table 4 in that article which gives distances for Maximum Permissible Exposure (MPE) and find that my antenna at 30 feet you need to be 9.9 feet from the antenna for 100 watts and 24 feet for 1000 watts, controlled, and 18 feet and 60 feet for uncontrolled distances. It is at 52 feet now and I could bring it down to 30 for visibility reasons. I estimate my neighbors back porch is at 150 feet and their house at 200 feet from the tower. Unfortunately, the neighbors, not being technical minded, except for medical issues, do not accept any reports I have sent to them.
