[SADXA] My antenna meeting FCC limits?

I looked at the ARRL 

www.arrl.org/fcc-rf-exposure-regulations-the-station-evaluation
 and tried some calculations which ended up with mW/cm2 and uW/cm2 which has little meaning to the general public. I note the Table 4 in that article which gives distances for Maximum Permissible Exposure (MPE) and find that my antenna at 30 feet you need to be 9.9 feet from the antenna for 100 watts and 24 feet for 1000 watts, controlled, and 18 feet and 60 feet for uncontrolled distances. It is at 52 feet now and I could bring it down to 30 for visibility reasons. I estimate my neighbors back porch is at 150 feet and their house at 200 feet from the tower. Unfortunately, the neighbors, not being technical minded, except for medical issues, do not accept any reports I have sent to them.
