[SADXA] January elections

If each organization on the planet worried about whether its constitution, laws, and bylaws were consistent with every other organization's constitutions, laws, and bylaws, we would go nuts. As far as SADXA is concerned, this is not our organization problem.  It should not waste our association' time.
