Sorry Tom, like I said I have an old folks' pass so I guess that explains my 
lack of reading comprehension.

I misread the subject as Saguaro Nat Park.  TMP is a Pima County Park.  They do 
touch at places but are different jurisdictions.

There is no overnight parking allowed at trailheads, except for El Camino del 
Cerro, which requires a permit.  There is only one campground, Gilbert Ray 
(http://webcms.pima.gov/cms/one.aspx?portalId=169&pageId=1327). Golden Age pass 
does NOT work.

It's good that you waited for the WX to warm up to 100:-)  You'll not be 
troubled by snowbirds.

BTW, I've looked at the SOTA website and I'll be damned if I can find how a 
summit qualifies or gets a number.
