I think that was back when our money was still worth something and the powers that be didn't want the peasants having any.

QRZ.COM will get you a lot of info about how these guys want to receive cards. So will sites like: http://www.425dxn.org/

To get high returns, put yourself in the other guy's shoes.  Does he want to answer a shoebox full of bureau cards instead of operating, or would he better appreciate a self-addressed, self-sealing envelope with more than enough $$ in it to pay for the stamps and help out with the purchase of the cards?

Speaking as the guy filling my shoes, I have before me about 100 QSLs that answer cards I've received from the bureau.  I stuck labels on some of them at least 6 months ago and haven't gotten around to bundling them up, adding my check and going to the USPS to post them.

OTOH, I received a QSL from N6NH, (with a photo of his 200' rotating tower with an 80-meter Yagi above stacked 40-meter beams!) along with a SASE, for a regular old 20-meter QSO.  I took it to the PO the next day.

IRC's are the best bet, but don't pay the long price at the Post Office. There are a lot
of QSL Managers out there who sell the new ones at a discount.
