[RVRC] Traffic net usage request.

I have no issues with the net being run on W2QW. I think it's a good idea
for everyone involved, the net will continue to go on as scheduled and our
repeater will get much needed exposure. Also we will be helping fellow
amateurs in their time of need. A win for all in my eyes.
