[RVRC] Tech Committee survey request

The 141.3 pl was not removed due to our friend. It was removed due to a
issue with a loop between us and a repeater on our reverse we found 2
possibility repeaters and tried to talk to both however they are unwilling
to chage pl's makeing it so we change or we are in this locked up
loop...the issue with the 241.3 pl is that it is auditable and sounds
really bad. Our choice is deal with this bad pl or chage it. The issue with
our reduced covrage was discussed at our last meeting and is being worked
on. However this is not the same issue.
