I think that the Tech committee should strip the repeater of ALL added systems ....... start with the 'bare bones' repeater temporarily. See if we still are being interfered with. Make sure for certain that the problem is definitely not within our own system somehow/somewhere. Do a process of elimination on our end. If interfearance is still there, then we need to aggressively persue the problem to determine it's source.
