I agree that changing the PL is a temporary work around to the horrible QRN we are experiencing and doesn't address the real problem of identifying the source of the problem. We need to be sure we have done all we can do to stop retransmitting the offending signals.
That would involved ensuring our squelch setting are correct and that the duplexes are in tolerance first.
If it's malicious interference, which I doubt, then the offending source can easily identify our new PL value.

I suggest this in lieu of reducing power because that will reduce our usability among ourselves while not really stopping the activity. Because no matter how low we lower the power it is likely the perpetrator will still be able to continue with this activity!
I am still searching for the direction and source of this nonsense but until we find it, the repeater is unusable and is being stressed unnecessarily.
