This coming Monday, October 1st, for the first time in nine years, you will
be able to vote for the next Hudson Division Director.

There are only 15 Directors on the ARRL Board, and each Director's vote is
critically important to you. That is why this election is so crucial. Being
Division Director should be about truly representing you, the ARRL member.
As Director, I will make sure that the Board gets your input as to what is
important to you.

As Director I will continue the efforts we found to be successful with Rep.
King to protect our spectrum. I will work to develop a grass-roots network
capitalizing on the goodwill we have already created within our communities
and lobby for the benefit of Amateur Radio.

     • I, along with a small group of hams who live in the Congressman's
district, lobbied Rep. King to receive assurances that we wouldn't lose any
of the 70 Cm band as his bill went through Congress. That assurance was
realized in January 2012 when the bill became law with no provision for the
auctioning of Amateur radio spectrum!

When I become Hudson Division Director, my efforts to develop grass-roots
political activism will also focus on new attempts to get our 2 states to
join the other 29 who already have state-wide PRB-1 protection

     • 29 states now have PRB-1 legislation on their books. New Jersey
and New York still do not have state PRB-1 protection.

I believe that we must do more for our EmComm program, the backbone of our
spectrum defense strategy. We must protect those volunteers who provide
such a necessary service to our communities! As your Director, I will work
towards the following:

     • Provide a FREE national EmComm educational program (EC-001).

     • Provide an ARRL recognized ARES National Identification program.

     • Develop a program that provides insurance to our ARES members.

     • Clarify the role of the National Traffic System.

As Director, I will promote needed transparency between the League and the
membership. There will be NO secrets in the Hudson Division!

     • We need transparency. The current Board does not provide that. We
need to know what is going on, what policies are being discussed, how the
Director is voting on these issues.

     • We need to have an open annual meeting of the ARRL. The business
of the League may need to be conducted at Board meetings, but at least one
openly-held members' meeting per year must occur. We, the members of the
ARRL, are the de-facto stockholders in the League. We are due that
courtesy. We are entitled to that respect.

As Director, I will actively seek interaction between leadership and
membership, and do my best to increase participation in the process. I will
support and work to obtain the following changes in the way we do business:
• More Division meetings in each of the three Sections for Cabinet
members.

     • Periodic meetings within each Section throughout the year open to
all members.

     • Actively seek and encourage direct input from our Section Managers.

     • Rotate the annual awards dinner.

     • Explore holding a Division Convention, something that we haven't
had since 2000.

As Director, I will promote term limits.

     • Term limits should be set for all elected positions in the League.

I believe that we are at a crossroads right now. As Director, my most
important priority is to represent all Hudson Division ARRL members in
Newington, to ensure that your voice is heard.

There are 6,000 members in the Hudson Division. All of us, together, can be
the true "Hudson Division Team." Not two people, but ALL OF US. We are all
equal members of the League.

Let's do this. Together! As one!

Please vote for Mike Lisenco N2YBB for Hudson Division Director beginning
October 1st.

Thank you.
