That's because you have to provide proof of citizenship if a US citizen 
(or permission from DHS if an alien) and photo ID when you start 
training and then go for your checkride for a pilot license, flight 
review, certification upgrade, or any other required activity to 
maintain currency for flight.

:) No such citizenship/legal residency proof to get a ham license.
