[RVRC] Amateur Radio License as Proof of ID?

The rules for drivers licenses id's are strange. I would not count on
using an Amateur Radio License as it would be a shame to wait in line
for what seems like hours only to be rejected. It has no picture. They
do count health insurance cards, utility bills, a passport is the holy
grail, along with a birth certificate and perhaps a credit card. It
would be nice to think that a ham ticket would count for 73 points, but
I don't think so.
