[RRDXA] IRC situation in Germany (English)

hi solo ...

price for an IRC ("internationaler antwortschein") at the post office is
1.80 euro.

postage for an airmail letter from germany to japan is 1.70 euro.

i've sent back some DP5K direct QSLs to japan last week. it was no problem
to get the right postage for each letter with one IRC.

btw: some JA guys have sent 1 US-$ for postage. 1 US-$ is definitely not
enough, because 1 US-$ is 0,80-0,85 euro. in DL we need 2 US-$ ...
