I would probably would go for a bunch of different lengths. For example 20m
radials are high impedance at the end, if isolated and operated on 20 or
40m. So I would add a few radials of different lengths.

Ideally you want to go for a high number as Jim suggests. But my experience
tells me, that already an antenna with one 1/4 WL Radial will radiate :-).

I would put out as many 1/4wl radials for the lowest
frequency as possible.
A very good optimum would be 60 radials 10m long each,
that system will have groundlosses around 0.6-0.7 dB,
anything less will give higher groundlosses.

Forexample with 25 radials 10m long you might have
around 2- 2.5 dB and with what you had ( 3 radials)
you might have had around 5-6 dB losses.
