Yes, I can confirm that the 'tip' of the RCA plug is to be the positive
lead. If not, the case would be"hot" and would be a dead short to
anything it touched.  That would preclude attaching any antenna cables to
other gear.
   Somebody correct me if I'm wrong on this last point, but:
   The "low" logic state is just ground. A "high" state would be anything
above ground (usually 5 volts or higher though to make sure it is a
'real'  high state).
