[Racal] VLF Filters

This particular upconverter is described in the April issue of QST magazine,
the periodical from the American Radio Relay League.  Its on pages 34-39.
The unit is pretty impressive looking.
I have the chipset in my 6790 that allows VLF tuning, but I haven't heard
much down there besides birdies and a few beacons with calls like EUD and
XCB.
