[R-390] Survey to Consider Moving R-390 Mail List to Groups.IO

Hi

The “more features’ part of the move is indeed an interesting part of the whole decision. 

You get a lot of things that we don’t have now. Oddly enough they seem to want you to
pay for some of them :). Based on other groups, this can turn into a bit of a funding vs
features spiral.

The hidden gotcha is the admin work needed behind the scenes to keep all those features
tuned up and working. There are skills to learn and more time to put in.
