[R-390] Survey to Consider Moving R-390 Mail List to Groups.IO

Yeah - it's time. All my other email reflector groups moved there. It 
seems to be the going thing.
I will chip in to the cost.
Anybody know how Groups.io deals with attachments, like photos? Or PDF 
documents?
