[R-390] Survey to Consider Moving R-390 Mail List to Groups.IO

Seems someone always has a better mouse trap (on paper anyway).My personal experience with groups.io -- I won't be following.

I had a very obscure reference made backabout 20 years ago. It was there for at most 2 years.
