[R-390] Cam alignment

I am trying to align my cams to exactly 7.000+ MHZ and I have a question about the planetary gear with that spring. I thought I read I should install it with the detents halfway between the spring position. But if I do that, now when it hits the detent, it is not 7.00+ anymore. 
When I’m putting this together, should I install that planetary gear with a detent engaged at the 7.000+? I hope this makes sense.
