[R-390] R-390A Mechanical Filters leakage.

One of the (apparently common) failure of the R-390A mechanical filters is the growth of leakage paths inside the case from the secondary winding to GND.
That can disturb the working of the AGC a lot.
The solution I found to this is to disconnect the mechanical filters secondary windings from the AGC line.
