I sincerely hope I'm not propagating falsehood here, but I believe that the ER procedure is more complex than it needs to be.  You can cheat, and run the IF heaters from 26.5V, without overloading the transformer, as long as you don't run the ovens, which you're not supposed to anyway.

If I had an R-390 IF deck, that's the approach I would investigate.

From time to time, I think about replacing the IF deck in my R-390A with
one of my spare R-390 IF decks.

But then I read the ER article about how to do it, and the feeling goes
away.

Easier for me to obtain an R-390 and fix it up!
