ANY civil input is appreciated. Thank you for your comments. I enjoy
good discussion on topics of interest. I take it that you feel that WARC
bands should be off limits for a general class licensee then since they
were off limits in 1980. I feel that a power limit incentive for
upgrading AND increased band privileges would provide a stronger
incentive to upgrade.
