The endpoint adjustment will affect both ends to some degree- I don't recall which end is most affected. But the important thing to remember is that you will set the endpoint so that the VFO covers exactly 1000 KHz in 10 turns. It doesn't matter much if its 7.003 to 8.003, or 6.997 to 7.997, just so it's 1000 KHz.
Then, you use the zero adjust to set the reading correctly with the calibrator. This will probably be OK for the OP because his VFO is only out a few KHz. If you find the zero adjust cannot correct on all bands, then you loosen the clamps connecting the VFO to the gears, and set the VFO to allow for correct zero adjustment. The manual has all the alignment steps.

the PTO covers in 10 turns. Yours is not quite changing a full 1,000kc. If you
change the endpoint setting, it should affect both ends.
I think you're within specs but you can probably get it closer if you want.
