[R-390] 17.000 Mhz Crystal

Hi Barry,
  I swapped the crystals from HR-202 and the 14Mhz Band came alive.
That verifies that my 17.000Mhz Crystal is bad on the Oscillator Board.
If you or anyone on here doesn't have one, I'll order one from Fair radio
