Thats fairly common. The meter movement is simply sticking; its
probably also not reading full scale.
Some will go inside and take 1/8 turn off the pivot screw. However,
that is not recommended as those meters contain concentrated RADON gas
from the decay of the radium on the needle, lettering, etc..
Best to leave it as it is.
