The ones in business do, at least here in Mississippi; the 
penalty imposed when getting caught in a state sales tax 
audit makes it just not worth taking the risk.  OTOH, for 
people not subject to state sales tax audits - there is 
little chance of getting caught: so little incentive to pay up.
