[R-390] C551 Replacement?

In my Moment Of Silence mod, I do the same thing: abandon C551 in place, and
add a modern cap of the same value.  I add it behind the front panel, not
on the IF deck, to confine all the changes to one assembly.  If you like
swapping modules around, you can add a new cap in the IF deck too, but the
modified front panel won't utilize it.
