[R-390] security classification

They are now, according to US Army document doctrine!  Well, the R-390A manuals have been reclassified as "D" on the LOGSA server... again.

We can't let things like that get in the hands of the enemy.  I'm sure there are rebel groups chomping at the bit to trade in their cell phones and sat radios for a convoy of GRC-26's!  Then there are the gangs, gotta keep this stuff away from them, else everyone in the 'hood will be humping around PRC-77's!
