[R-390] WWV Time

The error is 2 PPM (Parts Per Million), or 0.000002.  That's 0.0002 %.

I still use a Tektronix circular slide ruler from the '60's with scales for
R, L, C, Freq, Rise time.  Great for LC resonance or RC corner freqs.
