[R-390] WWV Time

Aha, I knew I missed something but still I don't think my interpretation 
of 5 Hz is correct.  If the generator readout is showing 10 Hz high with 
a beat every 2 seconds, what is the real offset?    the music goes round 
and round and.......;-)
