[R-390] VFO end point adj.

According to the 11-856A manual, you set the VFO to 0 at +000, then go to  
000 and adjust the end point.  Then go back to +000, reset the BFO for zero  
beat, and repeat the adjustment at 000.  You can use a counter to set the  PTO, 
or just use the calibrator and odometer to see when you have the end point  
right.
