On the bottom RCVR he's listening to the local AFN outlet on the BCB.
That's how you get NEWS, WX, and INFORMATION. Never listened to the
music, NOT.

I think it's posed because any right handed operator would have the
key on their right leg.  That would require the operator to be facing
the RCVR rack so the cable could reach to the T-368. (I solved that
problem in all my AN/GRC-26D's by running a cable in the harness from
the TX along the wall with the RATT cabling and brought out a
connector on the front of the RCVR rack. That way the speed certified
oPS could easily hook up their Vibproplex's..... 

With the key oon his left leg I guess he might have received a few
QLF SIGS from the other NET OPS.

HMMM, The RF Gain control on the bottom receiver is in a wrong
position - missalligned knob?. It could be all the way up or all the
way down. The BFO is off, but there is a signal coming in according
to the carrier meter.
