[R-390] Re capping an IF Deck

If this is a '67 EAC the chances of it needing any
caps replaced are slim.  Unless it has seen abuse or
damage of some sort.

The only cap that should be replaced without
consideration on the IF deck of a '67 EAC is the one
that protects the mechanical filters.
