[R-390] tube testers

I'm not gonna say it's impossible to take out a IF or RF transformer
or a coil or choke due to a tube short, but most all R-390A owners are
lucky enough to have B+ fuses.

A while back someone was proudly stating that it's his policy to
throw out every tube in each of his R-390A's every six months.
