[R-390] The politics of BPL

None of the Tennessee power companies that are offering are
going to offer it in sparsely populated area, like, erm the
country. Same reasons cable and DSL don't go out that far -
it isn't cost effective. Winchester, TN is going to offer it
pretty soon, but only in fairly populated areas, with no plans
at all to offer it an actual "rural" areas. To the big companies
out there, Winchester is considered "rural" ....
