Yup, he is usually the first to bid on a lot of items. After you bid you  can 
access the "contact the seller" mode. Maybe he tries to work a deal  
offline....??
I was going to buy a 75A-1 form him at one time. He was carting  a vehicle 
for business in the nearby area and said he would bring the radio  with him. I 
guess he buys where he can pick up his winnings also.
