[R-390] Racal RA17L repairs

Hi
For some reason unknown to all the R-390 even though it is of the same
vintage as the RA.17 does not seem to suffer quite as badly from the
carbon composition resistor problems. We have our crummy black beauty
capacitors and they have their resistors *and* capacitors.
I don' know if the Brit's just bought cheap resistors or if it's
something else.
