Just a thought. If a radio were to have been reported missing, stolen or lost, and paid for by the responsible party, the ownership of the property usually remains with the
government, and I would suppose, in theory, if this were the case, you might find the radio is stolen property and never released by the USG.
Not likely, but it could be what you might find.
