Walter,
 The carrier meter reads lower on the slow AGC setting. The audio is also
distorted on strong stations while in the slow AGC position. On medium or
fast settings, the carrier meter reads higher and the audio is never
distorted, no matter how strong the signal gets.
 Reading, somewhere on the web, I seem to remember that this could be caused
by a leaky C551. Does that sound reasonable?
