Randy, What you say is basically correct. But try to send a certified
return receipt claim letter to the seller with return postage paid. Also
send a copy to Safe bay at e-b-a-y to find out if the scumbag is still
listed or using a new ID.

When you get the letter or receipt back with no answer then go to UPS
rep with the claim. No luck then file with small claims, tell them you
will see them in court. See how fast they pay then.

A lawyer is out of the question they will get all of your blood.

Keep all of your payment receipts and email info.
