I agree with Heinz,
The shipper insures the package and is entitled to any claim.
As a practical matter the shipper did not suffer any economic loss and in
usual practice charged the receiver for packing and shipping.  The recipient
suffered the economic loss and is entitled to the insurance recovery, less a
charge for the parts.
