[R-390] REF: Frontier capacitor rebuild

Gang after sending Everett a couple of the caps with the plastic and his 
efforts to keep the pins stable in a socket while reworking them.
He came to the conclusion that he could not rework them at a reduced 
price by a group order. He says working with Leslie cans and fitting the 
caps in properly is not economically feasible with the soft base.
However he will do singles at $35.00 each plus $5.00 if he has to get a 
hard socket plus postage.
