[R-1051] Newbie: flashing dial lights

There are also smaller tubular electrolytics under the chassis in the 1051 
series.  They all need to be gone over with an ESR meter as dried up ones 
may be present after 45 years, and this can cause hum in assorted stages.

The panel lights are in series and any abnormality in one, such as an 
intermittent filament, will be reflected by the other.  This is an analog 
radio from the 60's, not digital, there are no error codes or self tests.
